1. Chief Procurement Officer: CONTISS 13
(a) Role Overview
The ideal candidate for the position of Chief Procurement Officer must possess the capacity to oversee and provide strategic leadership for the procurement section of the University. The role requires a professional who can develop and implement effective procurement-related database management procedures, organise and facilitate procurement training programmes, and actively participate in the evaluation of bids to ensure transparency and value for money. The candidate must be adept at coordinating procurement-related advertisements and preparing procurement budgets in line with approved government policies. Additionally, the successful applicant will be responsible for conducting vendor appraisals, advising Management on pricing policy formulation, and performing any other duties that may be assigned by a superior officer.
(b) Minimum Qualifications and Experience
Applicants must hold a Degree in any of the following disciplines: Economics, Business Administration, Accountancy, Law, Insurance, Banking and Finance, Marketing, Quantity Surveying, Engineering, Architecture, Computer Science, Statistics, Purchasing and Supply, or any other related discipline. Candidates with a higher relevant academic qualification will be given added advantage.
Applicants must also have a minimum of twelve (12) years of relevant cognate experience, including at least six (6) years of post-qualification professional experience in a comparable role, preferably within atertiary institution, public service, or related professional organisation.
2. Assistant Chief Executive Officer (Procurement): CONTISS 12
(a) Role Overview
The ideal candidate for the position of Assistant Chief Procurement Officer will be responsible for ensuring that bulk purchases of materials are carried out within approved limits and in accordance with established procurement policies. The role also entails preparing and rendering quarterly and annual reports, as well as ensuring the safe custody and security of bid receipts until the designated opening period. The officer will be expected to inspect procurement records to ensure full compliance with the Procurement Act, prepare detailed reports on bid evaluations, and conduct vendor rating exercises to support informed decision-making. Additional responsibilities include reviewing indenting procedures to enhance efficiency and overseeing the development and training of procurement personnel.
(b) Minimum Qualifications and Experience
Applicants must hold a Higher National Diploma (HND) in any of the following disciplines: Economics, Business Administration, Accountancy, Insurance, Banking and Finance, Marketing, Quantity Surveying, Engineering, Architecture, Computer Science, Statistics, Purchasing and Supply, or any other related discipline plus at least twelve (12) years cognate experience, preferably within atertiary institution, public service, or related professional organisation.
3. Principal Executive Officer I (Procurement): CONTISS 11
(a) Role Overview
The officer will be responsible for preparing monthly procurement statements and analyzing top management decisions on procurement matters to facilitate smooth implementation by junior officers. The role includes arranging public bid opening sessions, coordinating contract signing processes, and managing all stages of the procurement cycle; before, during, and after contract execution. The successful candidate will prepare technical specifications, organise procurement-related advertisements, and issue bidding documents in accordance with established guidelines. Additional duties include appraising training proposals for procurement staff, compiling institutional needs, and assisting in the preparation of the procurement budget.
(b) Minimum Qualifications and Experience
Applicants must also hold a Higher National Diploma (HND) in any of the following disciplines: Economics, Business Administration, Accountancy, Insurance, Banking and Finance, Marketing, Quantity Surveying, Engineering, Architecture, Computer Science, Statistics, Purchasing and Supply, or any other related discipline plus at least nine (9) years cognate experience, preferably within atertiary institution, public service, or related professional organisation.
4. Principal Executive Officer II (Procurement): CONTISS 09
(a) Role Overview
The Officer will be responsible for maintaining and keeping procurement records. The role also involves reviewing the Market Survey Questionnaires and collecting material requirements from the various user departments. The successful candidate will be tasked with carrying out vendor expediting duties to ensure timely delivery of goods and services. In addition, the Officer will also carry out the duties of ensuring effective and careful examinations of products pricing data for efficiency and cost savings. Furthermore, the Officer will ensure that procurement data is regularly updated to support effective planning and reporting.
(b) Minimum Qualifications and Experience
Applicants must also hold a Higher National Diploma (HND) in any of the following disciplines: Economics, Business Administration, Accountancy, Insurance, Banking and Finance, Marketing, Quantity Surveying, Engineering, Architecture, Computer Science, Statistics, Purchasing and Supply, or any other related discipline plus at least six (6) years cognate experience, preferably within atertiary institution, public service, or related professional organisation.
